A login only gets entered into the blacklist if I believe the evidence convincingly proves that a sufficient number of records by that login were cheated. So the answer to your question is obvious.

But if you want that evidence, here goes:

And yes, I did take a look at those tracks to see if there could be an unknown cut, or multi-lap start cut.

And there was 12.09s on the second sector of IrqkADz4UQTyXtgRAENUJuGmS6l, while everybody else does 12.44-13.04 - not hard evidence but certainly suspect.
